Status:-

• Feasibility Study of Lower Palas Valley HPP finalized in June 2010 by a Joint Venture of M/s ILF (Germany), Poyry (Austria) and ACE (Pakistan) through grant.
• Asian Development Bank has shown interest in Technical Appraisal of the Project and to consider the Project into their pipeline for co-financing. ADB has short-listed an Individual Consultant to carryout due-diligence of the Feasibility Study of the project.
• PC-II for Detailed Engineering Design, preparation of Tender Documents submitted to Chief Engineer Advisor/ Chairman FFC, MoWR on 19.03.2019.
• WAPDA vide letter dated 28.06.2019 has requested Secretary, MoWR to approach Govt. KP for arranging NOC for implementation of Lower Palas Hydropower Project.
• WAPDA has requested MoWR to approach EAD for arranging Project Readiness Financing from ADB for Patan and Lower Palas Hydropower Projects vide letter dated 19.07.2019.
• PC-II was sent to MoWR on 22.07.2019 for onward submission to Planning Commission for approval.
• Govt. of KP informed vide letter dated 24.10.2019 that Govt. of KP intends to develop the Lower Spat Gah and Lower Palas HPPs through Pakhtunkhwa Energy Development Organization (PEDO) under the Khyber Pakhtunkhwa Hydropower Policy-2016/PPP Act 2013 and consent required under Article 157(1) of the constitution may be considered as Nil.
• Govt. of KP requested WAPDA through MoWR to communicate the consent of WAPDA regarding handing over of hydropower project along with the Feasibility Study vide letter dated 08.06.2021 and 24.08.2021.
• In response to the letter by MoWR dated 30.06.2021, WAPDA vide letter dated 24.08.2021 responded to MoWR that NOC for Lower Spat Gah HPP will only be considered if implementation of Lower Palas HPP will be handed over to WAPDA.
