Neelum Jhelum bracing up for full generation during coming high flow season; Inspection from Jan 5 to Feb 2; project contributes more than 1.8 billion units during its 8 months operation

January 5, 2019: Neelum Jhelum Hydropower Project is bracing up for full generation during the next high flow season that will start from April onwards. The project, after its commissioning, has been in operation for almost 8 months. The project is now due for a thorough inspection of the electro-mechanical equipments in accordance with the contractual obligations. The said inspection will be carried out by the Consultants and the Contractor of the project. The low water flow season has been chosen for carrying out the thorough inspection.

Neelum Jhelum Hydropower Project went into operation with commissioning of its first unit on April 13, 2018. Its all four units went into operation successfully in a phased manner by August 14, 2018. Since its commissioning, Neelum Jhelum Hydropower Project has so far injected over 1.8 billion units (kWh) to the National Grid.

It is worth mentioning that the low flow period of Neelum River lasts from September to March, after which it provides required 280 cubic meter per second of water to run all four units of Neelum Jhelum Hydropower Project. The least flow in Neelum River occurs during January. That is why, this month has been chosen for conducting thorough inspection of the draft tubes, flap gates, 3.5-kilometer underground tailrace, the surge shaft, the generating units and its auxiliary equipment entailing dewatering of tailrace. The Neelum Jhelum Power House will thus remain shutdown from January 5 to February 2, 2019 for 29 days, after which, it will again go into operation.

Since Neelum Jhelum Hydropower Project is complete in all respects, the annual energy production from the project is expected to achieve planned 4.6 billion units during the year 2019.

MOHMAND DAM ! A LONG AWAITED PROJECT

WAPDA has been able to successfully realign this important project after a delay of decades. Removing the legal, financial and technical snags, the project is all set to kick start as early as second week of January. Following the transparent best practices in line with PPRA rules and PEC provisions, procurement process was initiated which included civil works, design, supply and installation of electrical and mechanical works and hydraulic steel structures.

International bidding for eligible firms or joint ventures (JVs) was invited for procurement in accordance with PPRA and PEC provisions. As many as 23 firms purchased the bids and two JVs submitted their bids. Technical bids were opened on 26 June in presence of JVs. The bids were evaluated by a consortium of consultants including NESPAK, SMEC (Australia) and ACE, wherein CGGC-DESCON was declared responsive. Pre-award technical negotiations are underway and after finalisation of the evaluation process, the contractor is likely to be mobilised by another 10 weeks by mid March. Meanwhile, WAPDA using its own capability will kick start the work as early as second week of January including geotech boring, establishment of seismic station, establishment of weather station and preparation of camp site for optimum utilization of low flow period from January to May. This will substantially save both on time and cost.

Some speculative comments about the contract are baseless since the entire process has been undertaken with utmost transparency without any favour or fear. WAPDA takes pride in its best practices in vogue and has the confidence of international donors for any commercial financing.

December 30, 2018: The Pakistan Water and Power Development Authority succeeded in achieving yet another land mark on Mohmand Dam Hydropower Project, as a formal agreement was signed between the tribal elders and WAPDA under the supervision of District Administration Mohmand for acquiring the land to construct Mohmand Dam Hydropower Project. This achievement has been made possible with the active support of the local administration, the Khyber Pakhtunkhwa Government, the local elders and the Members of the National Assembly belonging to the project area.
